The 'query' attribute on the token locator forces the user to specify 
implementation details as this field is mandatory. Other parts of the 
spec leave 'implementation details' (such as specifying a WSDL interface 
or conditional expressions) as optional or non-observable.

Since there is a workaround we decided to close no action, though we welcome proposals for profiling CDL. Decided at 8 Aug 2006 Meeting
