In the Introduction section, the wording of the Web Service definition
"XML Web services-based system" contains a redundant word "XML".

Justification:
See the Description.

Target:
WS-Policy Framework, section 1. Introduction.

Proposal:
Change the wording from "in a XML Web services-based system" to "in a
Web services-based system".

The alternative solution would be to provide detailed definition of a
Web Service (and some relevant definitions: requester, provider,...) in
the section 2.4 Terminology. I think this solution will expand the scope
of the document, and as such it is not well justified.
