Comment has been implemented as follows:

						<p>This data category can be expressed only in a set of
            rules. It cannot be expressed as local markup on an
            individual element.</p>
						<p>Language information is expressed with a
            <gi>langRule</gi> element with a
            <att>langPointer</att> attribute. In addition, a
            <att>selector</att> attribute is required.</p>

Summary: The Working Group decided to accept the proposal and to add an implementation section for the "language information" data category.
