In section 1.2, Namespaces and Prefixes, of the June 2006 version of F&O we see the following: The URIs of the namespaces and the default prefixes associated with them are: . . http://www.w3.org/2006/xpath-functions for functions -- associated with fn. This URI was http://www.w3.org/2005/xpath-datatypes in the version of F&O published in Nov. 2005. It has the 2005 value in the June 2006 versions of XPath 2.0 and XQuery 1.0. While I believe that the WGs intended to freeze this URI at the time of CR publication, I have not been able to confirm this in the WG minutes.
The following email is relevant, together with the subsequent thread: http://lists.w3.org/Archives/Member/w3c-xsl-query/2005May/0037.html (member only) In the minutes of meeting 257 at http://lists.w3.org/Archives/Member/w3c-xml-query-wg/2005May/0065 this email is noted. I don't see a clear statement of a decision, but the sentiment is clear from the email thread in favour of stabilising the URI at the time of CR.
The WGs reminded themselves that they had decided to freeze the URL for functions to http://www.w3.org/2005/xpath-functions. Note that the F&O also defines a URL for the codepoint collation and there was no discission of this URL. In the current document it is http://www.w3.org/2006/xpath-functions/collation/codepoint. If anyone thinks this, too should be frozen to 2005, please raise a new issue.
