Comment #6 of i18nCore comments http://www.w3.org/International/reviews/0606-its/ "We will advise against using attributes for natural language text in the BP doc - we should at least explain why we are doing it here."
An explanation would not hurt. I would propose to add the following text (as a note) just above Example 26: "It is generally recommended to avoid using attribute to store text, however, in this specific case, the need to provide the notes without interfering with the structure of the host document is outweighing the drawbacks of using an attribute."
Text with spelling corrections: "It is generally recommended to avoid using attributes to store text, however, in this specific case, the need to provide the notes without interfering with the structure of the host document outweighs the drawbacks of using an attribute."
I18NCORE comment. Discussed at http://www.w3.org/2006/07/19-i18nits-minutes.html#item11 , but we need to continue the discussion. Action: working group to continue discussion.
Discussed at http://www.w3.org/2006/07/31-i18nits-minutes.html#item01 Yves text proposal: "It is generally recommended to avoid using attribute to store text, however, in this specific case, the need to provide the notes without interfering with the structure of the host document is outweighing the drawbacks of using an attribute." Resolution: agreed to go back with the proposal to i18n core WG.
Action: editors to make the change and Felix to go back to i18n core

Summary: The Working Group decided to accept the proposal and added an explanation for the attribute used for locInfo (now called "locNote", see comment http://www.w3.org/Bugs/Public/show_bug.cgi?id=3460 ).
