In the XML examples such as Example 7, the double quotation marks are used to denote string literals, as in:
<article its:version="1.0" its:translate="yes">
but in the descriptions, the single quotation marks are used as in:
... captured by ITS markup (e.g. its:translate='yes') always ...
in the first sentence of Chapter 2.

Although XML specification seems to allow both single quotation and double quotation marks, the description and examples for the description should use the same kind of quotation marks to minimize the confusion to the readers.

This is a response of the ITS working group.
Thank you very much for your comment. We would like to change the usage
of quotes in a consistent manner (i.e. using only double quotes).
Does this reply to your concerns? If we don't here from you within 2
