When validating an XHTML 1.0 page, the result page includes a bunch of
references to http://www.w3.org/TR/2000/REC-xhtml1-20000126/ , which
should be http://www.w3.org/TR/2002/REC-xhtml1-20020801 or
http://www.w3.org/TR/xhtml1 .

This is due to hard-coding the URL in a non-obvious place; almost guaranteeing
that it won't ever be updated. The improved configuration facility for 0.7 or
the following version will make this problem go away.

I've updated fpis.cfg to point to the second edition.
