The test case normalization-1 in commaOp depends on the serialization feature, which is optional. It should be moved to an optional section like the full axis tests.

Thanks for raising this issue. Given that we are not testing serialization at all, the Testing Task Force decided to remove this test from the test suite.  Please close the bug if you agree with this resolution.
