I can't see the rationale for the expected results. Given

declare base-uri "http://www.example.org/%20%20examples"

why should static-base-uri() return

declare base-uri "http://www.example.org/ examples" 

I think it should be "http://www.example.org/%20%20examples"

It is conceivable that my local software that I use to run the tests made
the change as some kind of secondary effect.  I agree with your conclusion and made changes accordingly.  Close the bug if in agreemenet.
