Der Wert von short-description geht über zwei Zeilen und danach fehlen die
Anführungszeichen (hinter 0050).

Die Anführungszeichen in der ABNF-Regel 49 könnten dann Notation in 38
angepasst werden

  `<JURISDICTION [required]`
        `service="` quoted-URI `"`
        [short-description]
        `xmlns = "http://www.w3.org/2006/01/P3Pv11" >`
     *recdescr
  `</JURISDICTION>`
