The current update specification does not provide any means for modifying collections (i.e adding new nodes to it, or deleting notes from it).  (Note: modifying an XML tree -via parent-child relationship -, which is supported today, is a semantically different operation.)

Should the update facility provide this functionality ?

This will not be included in version 1.0 of the XQuery Update Facility.  It may be reconsidered for some future version of the Update Facility.
