ForExpr031 states "FLOWR expression that binds the same variable on both ends of
"at"." It points to the section 3.8.1 For and Let clauses of the spec but that
doesn't mention that this is an error. In fact, the only error case it mentions
is about sequence type matching.

We have started making changes to the test suite based on the resolutions of CR
issues. These resolved issues are listed in our release notes.
