Comp-notation-2 seems to assume that the QNames being compared have been
validated. If the document is not validated, the result between untyped strings
"myns:jpeg" and "foo:jpeg" will fail.

You are correct.  Added a second expected value for the case where validation fails.  Please close the bug if in agreement and able to verify.

That fix doesn't seem to have been implemented in XQTS 1.0. Maybe it has been overlooked?

Not sure how to proceed here.  Both expected results are given an
available on version 1.0 of XQTS. Am I overlooking something?
