  There is no base-uri in the static context, and no xml:base
  attribute, so the result should be 0, instead of 1.

Sorry confused base-uri with fn-base-uri.  As you know an implementation may or may not set the static base URI and therefore these tests can generate two outcomes (0 or 1).  Changed the catalog file to reflect that and submitted extra expected files.  Please close the bug if in agreement and able to verify.
