Change the XML representation (and possibly the component structure)
of local element declarations to at least allow, if not require, all
particles to be references, with scope, i.e. put the local
declarations directly under <complexType>

(Cf. no-nesting (#no-nesting)).

This is subsumed by proposals to deal with RQ-17.

proposal for RQ-017 and friends.  If that proposal succeeds, this
requirement will be discharged; if not, we are unlikely to do this on
its own.

According to the requirements document, this topic was discussed in the past
and was postponed for later reconsideration.

At the WG meeting of November 2005 in Toronto, the WG concluded that after
months of off and on discussion of this idea, we were not going to reach
consensus on a proposal to provide a notion of nested scopes along the
lines proposed here.  We agreed, therefore, to close this issue with a
disposition of LATER.  (That is, this is a non-goal for XML Schema 1.1, 
although the WG thinks it may be a good idea in and of itself and may be
worth considering for some future version of the language.)

This entry should have been updated last November but was not; I update
it now following the motto "better late than never".
