This issue was originally reported by Mike Cowlishaw. Allow negative values for the fractionDigits facet. See http://www.w3.org/2000/12/xmlschema-crcomments.html#negative-scale: CR-22. This item was discussed in the meeting of 2004-04-01 (http://lists.w3.org/Archives/Member/w3c-xml-schema-ig/2004Apr/0003.html). The treatment of precisionDecimal in the current working draft of XML Schema 1.1 allows negative scale in precision decimal values by means of allowing negative exponents (e.g. 23E-24), but the fractionDigits facet continues not to allow negative values. [The WG presumably needs to consult with Mike Cowlishaw to know whether the current draft actually meets the requirement. In the meantime, I'm marking this one 'resolved'.]
