I noticed that screen reader (JAWS 13) goes into edit mode (PC cursor) on a <div> with a role = "tree". 

Does role = "tree" make a region editable? If so, can http://www.w3.org/TR/wai-aria/roles#tree be updated?

No it doesn't. (If you use JAWS, it might be going into another mode that feels like edit mode).
