Do we/should we assume enforcement of a choreography i.e. should a participant 
be policed/monitored to ensure it doesnt violate message sequences?

We have agreed that we do not assume any enforcement. It is up to each 
participant to decide whether they want to enforce interactions between them 
and other participants. We will define some standard faults that paticipants 
may chose to send if some violation is detected. We will need text in the spec 
to reflect this point.

requirements document says this is optional. a participant may choose to 
monitor if others are violating a choreo
