I believe the correct error code here is XPTY0004. It comes under clause 1 of
3.7.3.5 in the Query book - the atomized value is of type xs:QName.

If the input document has been validated, then the atomized value of
$input-context//*:QName is of type xs:QName and XPTY0004 should be raised.
Otherwise, the atomized value of $input-context//*:QName is of type xs:string,
and XQDY0041 should be raised.

The test uses the "atomic.xml" file, which will lead me to believe, it is
validated.  The test does belongs to Andreas and thus I am re-assigning to
him.

The task force sometime ago decided that when a document is validated with a 
schema, then both types of results will be provided.  Results with schema 
and results without the schema.  Under this scnenario, both errors are 
possible.  Added the extra possible error and resubmitted the catalog file.  
Please close the bug if in agreement.
