If the operation is unspecified, e.g. the dropzone just says "f:text/plain" 
should the operation default to "copy" ? i.e. if we did not specify an
effectAllowed in drag start or a dropEffect in a dragover - I get dropEffect
defaulting to copy in Chrome and Move in Firefox, which is correct ?

Apologies - i see it says this :

"The dropzone content attribute's values must not have more than one of the three feedback values (copy, move, and link) specified. If none are specified, the copy value is implied."
