CastAs080 and CastAs162 test for implementation defined behaviour.

Should the "compare" attribute for thsi be set to "Inspect", if so I can make 
the change.

I don't think it should test for implementation defined behaviour at all, should
it? After all, it's supposed to test for conformance to the standard, so if this
aspect is not standardized, it should not be tested.

I agree.  I'll replace these cast expressions with URIs that will definately 
validate.
