Constr-cont-charref-2 references #x5 and is catalogued as  scenario="runtime-error"

If the system is using XML 1.1 this isn't an error at all, and if it is using
XML 1.0 it should be a parse error.

I suggest changing the number, to 0 or something bigger than 10FFFF, and
changing the scenario to parse-error.
