There are a number of possible configuration options for createImageBitmap(). We should provide an overload which takes a dictionary instead of the current four additional optional arguments, for ease of expansion later.

This is a metabug. Specific features are discussed in this bug's dependencies.

The dependencies are moved, most already fixed in the HTML Standard.
