The test orderDecl-1 contains two static errors: (a) there are two ordering mode
declarations (error XQST0005), and (b) there is no query body after the prolog
(error XQST0003). Since we're trying to ensure that error codes are reported
consistently, it's best to avoid tests that contain more than one error.

Agree.  Changed test to add a small line ("aa") inside the body.  Shouldn't 
the code be XQST0065 instead of XQST0005.   Please close the bug if in 
agreement.

Sorry about the typo in my original entry: for XQST0005 read XQST0065
