Please refer to bug 2496 for the same bug against Schema 1.0, including the 
proposed wording and resolution.

This issue is discussed at 2005-11-09 F2F meeting [1]. It was determined that 
1.1 also needs to be fixed.

The WG also decided to use the same fix from bug 2496. That is, to insert the 
paragraph suggested in [2] in section 4.3.6 right before the subsection 4.3.6.1.

The note agreed upon by the Working Group was integrated into
the status-quo document of 27 December 2005, both in Structures
and in Datatypes.  So I'm marking this bug resolved.
