Guidelines for determining in-band track order and setting track id, language and label attributes for several media resources have been defined in the in-band tracks community group [1].

That would be my preference. The change is straightforward and clarifies language already in the spec about tracklist order and setting language and label attributes.

There is spec text in the proposed patches for bug 24997 and bug 24986 to cover this. Is that sufficient?
