Also, does this need to be a separate interface? Would it make sense to add this to the Options interface used for cookie management, or potentially just have all of these in the WebDriver interface?

I'm glad you raised this, I meant to at the F2F but forgot.  I'd be in favour of moving these to the Options interface.
