URIs are used to identify (a) thesauri (b) sets of
stop words and (c) languages. The bindings between 
those URIs and the objects they identify has to be
part of the static or dynamic context.

Agreed. Thesauri and stop word lists were already present; added statically
known languages 2006-02-01.
