RESOLVED: Remove sentence two of para 2 of Appendix A as drafted (The schema
element defines a new schema.), change subsequent sentence to Since this
schema document describes the XML Schema language, the targetNamespace attribute
on the schema element refers to the XML Schema namespace itself.

RESOLVED: to amend sentence 1 of paragraph 2 of appendix A to read

    Like any other XML document, schema documents may carry XML and document
type declarations. An XML declaration and a document type declaration are
provided here for convenience.

These changes were made in the status quo document of
16 December 2005.  So I'm marking this resolved.  
(It should have been marked resolved on 16 December,
but I didn't realize a separate issue had been opened
for these changes.)
