I have some issues with the LocalNameFromQNameFunc tests:

LocalNameFromQNameFunc008 expects an error of XPST0017 ("no such function") when
calling local-name-from-QName with an empty sequence as the parameter. 

The function is defined to return the empty sequence on an empty sequence
parameter, so I think this should not give any errors.

Sorry - this test is for a static typing issue and was miscategorized. It has 
been removed.
