At the 2003/11/20 telecon, the following question arose: 

Does section 3.11.1 of Structures need to explicitly cover lists and unions?

Discussed at 2005-10-28 telecon [1].

Resolved: Make sure we have an issue in bugzilla on list/union equality (bug 
2423) and mark this issue as overtaken by the more general issue.
