If use="prohibited" and fixed are both specified, should a schema validator 
silently ignore fixed, or flag "attribute fixed and prohibited" as an error?

The same issue was also opened against XML Schema 1.1, RQ-121.

Discussed at 2005-09-23 telecon.

Same issue against 1.1 as RQ-121. In 1.1 we decided to affirm that status quo 
is that 'prohibited wins' and the construct is not an error, and by instructing 
the editors to make that fact easier to learn from the spec.

Do the same for 1.0: Clarification with corrigendum.
