For implementations that do support XML 1.1 namespace undeclarations, raising XQST0085 is not the correct result for this test case.

Dependency corrected to xsd-version 1.1.

Correction in fix. dependency should be xml-version 1.1

The fix is incorrect.  The test needs to be split into two, one expecting XQST0085 and the other not.

With dependency xml-version 1.1, the test is now incorrect in both cases.

I have taken the liberty of correcting this and introducing test XQST0085b.

I have extended test case XQST0085b and added a variant XQST0085c to check that namespace undeclarations are not only accepted, but have the required effect.
