The two first public identifiers are duplicated, with each duplication having one blank line and one not blank. It is unclear which to pick as the selected row in the above algorithm.

Robin, quick question--does this bug represent an editorial fix to clarify that some "obsolete permitted DOCTYPE strings" don't include system identifiers? If so, I can grab this and also refactor steps 7-10 to avoid duplicate text.

If you had something else in mind, I'll leave it on you for now.

The fix for this is indeed editorial, I'm not sure what the best fix is but by all means go ahead :)
