Sept. 27: RESOLVED: to classify R-169 as an error with erratum, and to instruct
the editor to correct the XML Representation display and the schema for
schemas, and to make a private utility type to model XML 1.0 2e as closely as
possible.

Erratum covered by that of R-153 (bug 2144)
