Description Ian 'Hixie' Hickson 2013-04-09 19:15:58 UTC
The string /string/ doesn't contain an EOF code point (unless the caller is supposed to append one?), so the algorithm never terminates.

Clarified it as being a conceptual thing: https://github.com/whatwg/url/commit/27c7c1ab47a34adf2c2fadddd7786dffa8ab0797
