F.1.1 rightly disallows \p{Cs} on the basis that surrogate characters "do not 
occur at the level of the "character abstraction" that XML instance documents 
operate on." On the same basis, shouldn't IsHighSurrogates, 
IsHighPrivateUseSurrogates and IsLowSurrogates also be disallowed within \p{} 
and \P{}?

Resolved at the May f2f to classify this as an error, instructing the editors 
to draft erratum reflecting changes suggested by commentator.
