The commentator points out that, although they're not declared at the top 
level, Identity Constraints are all in a single namespace and they should have 
a {identity constraints} property in the Schema component just like all the 
other globally named things.

Resolved at the May 29, 2003 telecon to classify R-105 as 1.1 candidate 
requirement.

As a result of a discussion of requirement RQ-16, reclassified as error with 
erratum on the telcon of 26 June 2003. This decision was reconfirmed, and the 
link to requirement RQ-133 was reasserted, at the face to face meeting of July 
2003. Henry Thompson to draft erratum.
