The commentator suggests: 

Adding a note to the description of NOTATION stating that for compatability, 
qualified QNames should not be used in the lexical space 
Changing the definition of the lexical space of NOTATION from: 
"The lexical space of NOTATION is the set of all names of notations declared in 
the current schema." 

to:

"The lexical space of NOTATION is the set of all QNames of notations declared 
in the current schema."

Resolution:
Errata will be created to:

change the definition of the lexical space to use "QNames" instead of "names" 
as suggested 
add a compatability note as suggested 
April 5: The WG reviewed the proposed erratum text and decided it needed to be 
revised to describe a smaller value space, and modify the compatibility note.
