The complexType mapping rules state that types without children have content 
type empty, even if mixed is specified.

See the following for some derivation examples that exhibit this:

The following is an additional example, without an explicit derivation that 
illustrates the issue:

<complexType name="foo" mixed="true">
</complexType>
Given the mapping rules in Structures, the type above will have content empty, 
and not mixed.

Resolution:
The WG has resolved to classify this as an error in the Structures spec. Henry 
to propose erratum.

April 11: proposed erratum text approved.

Erratum added as E1-7.
