In the Structures spec, section 3.3.4 Element Locally Valid (Type), bullet 2 
states:

"2 Its {abstract} must be false."

However, the type is not necessarily complex, and "abstract" is not a property 
of simple types.

Resolution
The WG resolved to classify R-28 as an error and instruct the editor to draft 
an erratum, saying that the type in question may not have {abstract} = true, 
rather than saying it must have {abstract} = false)
