As Yet Another Entry in the "OpenSP Doesn't Grok This" category, we need to
identify some way to enforce the restriction on PIs matching "xml". OpenSP,
quite deliberatly it seems, does not enforce this constrain so this should/must
be dealt with in Perl-land.

Target 0.7.0 for review in that timeframe. Perhaps we should report this as a
bug on OpenSP?

Setting target "1.0" (blue sky). This really wants S:P:O to implement.

While S::P::O could do this, I think this is more easily addressed by simply 
using a proper XML processor instead.

Indeed. And it turns out, we just have one now in 0.8.0, and it properly detects the spurrious PIs.
