The description for the FULLY_NORMALIZED form for the function
normalize-unicode, reads the following:

"If the effective value of $normalizationForm is "FULLY_NORMALIZED", then the
value returned by the function is the value of $arg is the fully normalized form."

To me, it looks like the last "is" should be "in".
