As part of discharging RQ-21 (provide regex and/or BNF for all primitive
types), define a BNF and/or regex, lexical mapping, and canonical
mapping for xsd:base64Binary.

(Note that since 1.0 e2 does have a BNF for base64Binary, the proposal
does not necessarily need to provide a new one; it may just define the 
existing one using the markup we've used for the other new BNFs.  On
the other hand, the editors may propose to change the BNF if changing it
simplifies anything.)

The WG considered a proposal to resolve this issue
on 27 January 2006, and sent it back to the editors
for revision.

The Working Group discussed this issue at the face to face meeting of 
January 2006 in St. Petersburg, Florida.  The WG amended the wording
proposal produced by the editors and approved it as amended.

The change proposal adopted by the WG appears in the Last Call Working Draft
of February 2006.
