As part of discharging RQ-21 (provide regex and/or BNF for all primitive
types), define a BNF and/or regex, lexical mapping, and canonical
mapping for xsd:hexBinary.

The WG discussed a proposal on 27 January, and bounced it
back to the editors with instructions to change it in
various ways.  The revised proposal is expected to appear
before the face to face meeting in St. Petersburg 30 January.

The Working Group discussed this issue at the face to face meeting of 
January 2006 in St. Petersburg, Florida.  The WG amended the wording
proposal produced by the editors and approved it as amended.

The change proposal adopted by the WG appears in the Last Call Working Draft
of February 2006.
