As part of discharging RQ-21 (provide regex and/or BNF for all primitive
types), define a BNF and/or regex, lexical mapping, and canonical
mapping for xsd:NOTATION.

See the rationale given for closing bug 1904 without further action.

It's disappointing not to have a formal description of the lexical
mapping for NOTATION, but given the choice of moving forward without
it, or delaying 1.1 to wait for it, the Working Group decided to
move forward.
