HTMLBaseElement02 checks the return value of HTMLBaseElement.target by loading
level1/html/files/base02.* which is a frameset containing a BASE element.  The
frameset document is a modification of a stock frameset used in many other
tests.  The problem is that src attributes of the embedded frames (right.png and
w3c_main.png) are now relative to "about:blank" which causes Safari to not
successfully load the page.  The expected resolution is to remove the SRC
attributes on the frame elements.
