SVG Data Type syntax for all new SVG presentation attributes

Arguments of all new introduced SVG presentation attributes should get parsed following the section 'SVG Data Types'[1]. Otherwise it will lead to confusion why e.g scientific numbers are supported for 'transform' and all other old presentation attributes, but not for instance for 'transform-origin'.

For clarification. This just affects presentation attributes and not style sheets or inline style!

The attached patch allows SVG data type syntax on all new presentation attributes.
