3.3.3 Handling dynamic errors
The inference for raising a static error when an undefined
static environment is accessed does not belong in a section titled
"Handling dynamic errors".  It would be better to have a section
titled "Handling static errors" for this inference.

never mind - I see that my comment is based on text that has been removed
in the latest draft (June 2005).
