3.1.1 Static context
"The statEnv.baseUri environment corresponds to the
base URI in the [XPath/XQuery] static context."  Two
different capitalizations of Uri/URI -- what is the point?
It would be better to just accept the conventional spelling
URI, so the name of the environment is baseURI.
